You may not be able to complete the account creation if you cannot immediately receive emails at the email address you set.
If the same email address cannot be used, such as when you created it with a provider email and moved and canceled it, or when you created it with a mobile carrier email address and changed it, you can change the email address registered with your Microsoft office.com/myaccount.
